Yes it is quite correct and seems contradictory. But if you see closely, the Divine tears the list of desires because He has better things to give you. In fact He does it only to souls that have grown close to Him or are being made ready for a special work. It is these who undergo the most difficult and thorough training so that having gone through the purifying ordeal they can be moulded into jewels to adorn Him and steel for His sword. But for others who are still in the elementary stages of their earthly evolution He lets them have their way in the bazaar of desires until they realise the bitter aftertaste of the sweets they were drawn to. It is a schooling and a learning through which we grow and not a reward and punishment by a stern judge, the methods of a wise and patient teacher and not arbitrary rules of a tyrant king. What is however important is to remember that much of suffering is not due to an act of the cosmic forces but due to wrong attachment to things that are temporary that we value over the Permanent, wrong understanding of the meaning and purpose of our life, wrong attitude in our dealing with the challenges of life and wrong relation with people and the world and its creatures.
