Without a doubt. Rebirth is an evolutionary process, that is why quitting the game of life in pursuit of individual moksha or cutting the thread of life abruptly through suicide are not recommended by Sri Krishna, the yoga yogeshwara. One should be inwardly free but escaping the cycle of rebirth is to escape the intended Perfection, the original plan of God. Suicide of course means unnecessarily and painfully extending the learning process by heaping difficulties. 

It is because of this understanding of the evolutionary ladder that it is said that every saint has a past and every sinner has a future.

Everyone ascends through this ladder. Man is an Asura by birth in the ego, he becomes a deva by the second birth in the soul.
