The outer evolution follows the subtle inner truths that have already been established in principle. That is the whole logic of all true creation that it emerges from within outwards, from the subtlest packed Superconscient to the subtle dream state to the gross outer world. Even in our life things first enter the realms of thought and imagination, even feelings before they find their way in the outer life. In fact many may not. So too different worlds and variety of creation emerged in the subtle realms as possibilities before emerging in the physical world. In the subtle realms they are not regarded as evolutionary but simply typal creations. There is no doubt a logic to the emergence, such as the Rakshasa and the Asura first, the Devas next, then the worlds that link. The same pattern more or less follows here but takes the hue and colour of evolution as it has to emerge on the material basis. It is somewhat like an engine who roughly makes a mental plan, then a blue print and then executes in the physical world. But since the physical world has every possibility within it, there takes place a conflict of forces between the past and the future. So first is the typal worlds that are described in the Bhagawat that we read so far, then followed by the manifestation in the physical world with the conflict and crisis and the advent of the Avatar becomes inevitable.
All this was taking place in the subtle worlds, worlds of subtle matter, Swapna jagat of the Upanishads, not Swapna as untrue but as subtle truths pressing towards earthly expression.
