Vibhuti is a phenomenon of nature and not of the soul. Certain natures are developed in certain ways or have possibilities that can be helpful for the Divine Work. The vibhuti may or may not be free from ignorance or a realised soul. Soul’s freedom from ignorance grants it the choice to work upon earth for the fulfilment of the Divine Will or it may chose to withdraw from earthly life.
