By calling it means that they are offered a possibility, but it is left upto them to accept and take it or refuse it, for now at least. Chosen means the Divine has already picked them up for His Work and Purposes. He has chosen these souls and hence, the choice is no longer left in their hands. He takes full charge of their destiny and moves them as He Wills.
