Consecration is associated with the sense of the sacred. I can offer the work I do with the idea in the background that I am doing it for the Divine but consecrating the work means it now becomes a yagya. It must be beautiful, refined, pure in every way.
Surrender implies complete obedience to the Divine Will. It means that the work is no more mine. I should do it as She would want me to do it. Later even the sense of I and doership passes away.
So offering first which is more about the outer act and its motive. Consecration next, which is about how one is doing the work and not just a shift of motive. Surrender is the final step. There is no more any self-will or preference in the choice of work but a complete obedience to the Divine Will.
