She is not speaking about the soul. She is speaking about the vital body, the prana deha. After the death of the body, the soul travels through the astral worlds in the subtle body containing the vital and mental sheaths within it. Eventually these sheaths also dissolve releasing the soul in the psychic world. 

The paradise and heaven to which certain souls go after death is primarily for the warrior souls who lay their life as a sacrifice at the altar of a greater good including the war. Naturally it does not apply to the jihadist who blows himself up or to the tribe of Hitler who inflict cruelty and pain upon helpless victims in the name of war. The war has to be one fought for a righteous cause. 

Here, however The Mother is speaking about the vital being that gets blown up by the bombs as the body is suddenly disintegrated. At a lesser scale it happens also in the graveyards and the cremation grounds where the disintegrating vital, especially of those whose life was cut short suddenly, releases small elemental entities, bhoot, pisacha, ghosts and ghouls. Something similar happens at accident sites and cases of suicide and murder. But the war situation is overwhelming due to the large numbers which float around forming a cloud of little vital entities. Generally this cloud creates extreme restlessness and induces people to escalating violence. But in this case this swarm was directed by a dead Major’s vital being thereby attacking people and making them severely sick by sucking their vitality. 

Pisacha yoni is different. It refers to people who are born as human (through the yoni) but harbouring a vital being within. Their soul is hardly developed beyond a spark. These ‘human beings’ feed upon the energies of others and if you live with one of them, you may fail very sick and even have premature death.

I have been to the shrine dedicated to Baba Harbhajan Singh. He is regarded as still serving even though he died long back. He is even given leave and all other honours. In such circumstances where the memory of the departed is kept alive, a portion of the vital being of the dead may attach itself to a local deity in the region (there are quite a few in the mountains) thereby creating a transactional relationship with those who visit. Obviously the soul of the valliant soldier would have gone, rested and returned to a new body, else its evolutionary journey will be delayed, which is not a good thing to happen.
