The best way is to read the classic poets in whatever language you wish to, so that one develops an ear for the poetry. It is the sound rhythm that one needs to catch. Rest comes by inspiration if the Muse of poetry opens the gate. As far as technical knowledge of poetry is concerned, that is a different subject, and one needs to seek an expert in the field. Reading books is not enough.
