This is the full quote. It implies that the Divine has a static and a dynamic aspect. The static is what is generally spoken of in conventional spirituality. It is the Divine Presence in everything and everyone and everywhere. The dynamic aspect refers to the Divine in the manifestation as He progressively manifests Himself in Time and Space.
It is like the child growing into a man is the same being, essentially, and yet different. You do not treat a child as an adult nor an adult as a child.
So too with Religions. Each Religion has come into contact with the Divine and given a path and a law of life. But new religions arise out of the old, each claiming contact with the Divine Reality and Truth. Here one must understand that no Religion, no way of life, no philosophy, past or present, can fully manifest the Divine Truth. There is always something more that is yet to manifest. The Avatars and saints and yogis of the past are great, but those yet to come will be even greater and better.
In simple words, the Mother is advising us not to be preoccupied with the Divine Manifestations of the past, however great it might have been, but to keep our face always turned towards the future manifestations of the Divine.
