The lower manifestation means the triple worlds of mind, vital and the physical, Manomaya, pranamaya, bhautik Loka and their beings and forces. It is called lower because though these two have emerged from the One Divine, they are covered by a veil of ignorance that limits and distorts the Divine Working. The higher manifestation are the worlds of Supermind, Ananda, Chit-tapas and Satloka because there the Divine Consciousness and Force works without any veils or limitations and distortions.
