It is true only in the sense that there is only one Power while all others are delegate powers. The Original Will and Power however, undergoes degrees of deformation as It passes through layers of creation. That is why the world is as it is, – not a beautiful, happy, divine place as it should be, but one that is distorted and twisted. If all is only due to the Divine Will, then human will and its consequences become redundant. If all is due to the Divine Will, then where does evil spring from? What this phrase that not even a leaf moves without the Divine Will is that there is one Power alone that moves everything. But then there are forces through which this original Divine Power passes. Some resist, others let it flow freely. Human beings too offer degrees of resistance and hence we have the world as it is today.
