The eyes are indeed a marvelous organ that not only receive the vibrations of Light but also express and thereby transmit a host of feelings and inner states, from lust, fear and anger to love and kindness to still higher vibrations of peace and benediction. Actors and dancers use it very effectively to communicate or create an impression. Hypnotists and magicians use it to create illusions. Saints and sages use the eyes to grant blessings and benedictions. Modern Science does not know it simply because it has not studied it. Based on a purely material understand of life, it sees only the physical mechanism and physical action, while it is literally blind to the action of other planes of consciousness and their energies and forces upon us. But there exists a parallel Science that we either hastily reject or blindly accept. It is known as the Occult Science that studies the different vibrations and energies and powers of the different layers of consciousness, even the beings of these worlds (broadly, the gods, titans and the mid-worlds). Evil-eye or hexing is part of this occult field of studies. As with material science, here too we shall see a mix of superstitious beliefs, traditional associations transmitted through generations and occultism proper, of which there are very few genuine and authentic teachers.
With this background we can understand the phenomenon of evil eye. Very simply, it means the transmission of vibrations of harm and ill-will by the use of the eye, speech, or other mechanisms such as charmed objects that can be charged for specific purposes. This transmission could be unconscious, is mostly unconscious. Human beings, as indeed everything in creation, are a perpetual receivers and transmitters of forces and vibrations projected into the universe by cosmic powers. Human beings naturally transmit and become unwitting, unconscious instruments of these energies and forces. And children are like sponges that absorb everything as unconsciously. That is why we see certain practices evolved in all traditions to take care of these unconscious interchanges. Over a period of time, these practices became ingrained in the general psyche of civilisations as belief systems and hence they became quite effective. It is necessary to understand that belief itself is a power that opens doors to whatever we believe in.
But there is also something called as consciously projecting and transmitting harmful vibrations by adding conscious thoughts of ill-will and direct it towards someone. There is also the possibility of actually mastering or chaining some of these dark cosmic forces and directing them towards someone with malicious intent. Fortunately, this is rare and cannot be done by just about anybody.
Whatever it be, most often these vibrations of ill-will as well as goodwill require some receptivity towards them. Receptivity towards goodwill is best built by faith, whereas one opens to evil through fear. Belief and non-belief also serve as gates. In any case, the best way to counter it all is either by an increase of or creating an atmosphere of goodwill and goodness through calming music, spiritually charged objects and talisman, blessing packets, pictures of the gods or Deity one believes in, by chanting mantras whose vibrations annul these darker vibrations, by lighting a lamp and keeping camphor nearby, or sometimes simply placing flowers or lighting an incense. The sound of the flute, conch shell, cymbals are all known to drive these forces away. The invocation of certain deities like Hanuman ji, Ganapati, Shiva or Krishna, or goddesses such as Durga and Kali is another powerful way to counter them. But most of all, a complete surrender at the Feet of the Divine or the Guru with an absolute faith gives the best possible protection and treatment.
Calling occultists, etc is a debatable point. Genuine occultists are very few and, being human, they bring their own atmosphere which may itself attract certain forces. The spiritual is always higher than the occult and it is best to turn towards that.
