It means that those who do not know the greatness of the Master judge the Master by the behaviour of the disciples, which is obviously a gross ignorance. One cannot judge Lord Rama by the behaviour of Rambhaktas. Such people get impressed by outer forms such as impressive buildings, dresses and outer code of conduct of the disciples and judge the Master by that. But the disciples know the Master and understand things with reference to the Master
To give an example, an outsider comes to the Ashram. What would he be impressed by? The outer structure, arrangements, dining facility, staying comfort, etc and judge the Master by these things. But to a disciple, these things will be special and have a value only with reference to the Master.
