The disciples judge the forms by the Master, others judge the Master by the forms. What does it mean is the question you have asked?๐Ÿ’ก๐Ÿง˜๐Ÿ“œ๐Ÿ–‹๏ธ

It means that those who do not have enough faith in the Master they try to judge him by his outer ways and actions, the forms of outer behavior. But those endowed with faith, the disciples so to say, try to understand the outer forms by looking at it from the Master’s point of view. 

Thus, for example, if the Master has an illness, the outsider will judge him as not being powerful enough to cure the illness. But the disciple will know that if the Master is ill it is not because he is weak but because he has chosen to take upon himself the burden of illness to clear the karma of the disciples.
