It is a restatement of the law of karma but with a deeper truth and profounder significance. Here, the Mother says that the consequences are not so much of our outer actions but of the inner choices, which means the motives that impel us to act. Secondly, the impact of these choices is not so much on outer circumstances as upon the state of consciousness in which we find ourselves, that is to say that our choices make us either grow in peace, joy, knowledge, etc., or they lead us towards anger, agitation, fear, etc. 

She further reveals that we may have forgotten the choice meaning thereby it could have been in this life or another. We may remember the act but seldom the inner motives; in fact, most of the time, we are unconscious about why we did what we did. The action is about what we did; the choices are about why we did.
