It means that the Divine is not far. He dwells within us as our most intimate and true Self. Not only does the Divine dwell in us, it is He who has become us. As the ocean water adapts to the vessel size so too the Divine, same in essence limits Himself to our form. All is Himself as a single actor playing many roles and directing the play as well. 

We too are nothing but the Divine wearing many disguises.
