The lines from Savitri which you quote are from the Secret Knowledge.

The secret being revealed here is that the Divine is the Lord of His creation. He is the one who calls the ‘final shot’. He is the one who leads us even through all our errors and sins. He is the one who carries us through the suffering that follows upon our wrong choices and their consequences. In short, He never ever abandons and carrying us through everything leads us to the supreme goal that He has already fixed for us. Our actions can at best hasten or delay the goal, complicate the journey, but cannot take it away from us. This certainty comes from the fact that He is always there, everywhere, with everyone and behind everything and, He is always the Lord.
Why then does He not stop us from the wrong karma and evil deeds? It is here that the lesser truth, the truth of karma comes in. Very simply, karma is not a mechanism of reward and punishment but a process of learning and growth, a process inbuilt in creation so that always, regardless of everything, we grow increasingly conscious, wiser, stronger and move progressively out of darkness towards light. This growth and progress towards the Light is possible only because we are not just left to a blind mechanism of karma and consequence. Behind and above the Law is the Divine Compassion and Grace that leans upon us and uses our errors, sins, struggles, the consequences of ignorance, to help us grow towards the Light and Truth and the crown of conscious immortality.
If the law of karma were all or the highest truth that even the Divine cannot abrogate and has to see us, His children, suffer helplessly, then there would hardly be hope for anyone. But beyond the Law there is the Divine Compassion that helps us go through the purifying ordeal and gives us the right turn even while we are struggling in the Ignorance. And beyond the Divine Compassion there is Grace that can not only mitigate but completely cancel the law of karma. Once the soul has consciously turned to the Divine and taken refuge in Him, then there is no more need of the law of karma. The consequences of the past are cancelled and the Divine takes up all our load, leading us swiftly towards the goal.
